Maritime Fisheries: Morocco Strengthens Its Digital Governance

As part of the continuation of the national “Halieutis” Strategy, the Secretariat of State for Maritime Fisheries is launching a major digital transformation initiative aimed at modernizing the governance of the sector.

The project seeks to establish an integrated system ensuring catch traceability, vessel monitoring, and the centralization of fisheries data, in a context marked by increasingly stringent national and international regulatory requirements and the growing need for sustainable marine resource management.

Morocco is undertaking a large-scale digital modernization program to fundamentally transform the management of its fisheries sector. Led by the Secretariat of State for Maritime Fisheries, the initiative focuses on the implementation of an integrated information management system covering the entire fisheries value chain, from catch operations to export activities.

This initiative is a direct continuation of the national “Halieutis” Strategy launched in 2009, which places the sustainability of marine resources and transparent sector governance at the core of Morocco’s national priorities. Since then, the sector has undergone significant transformation. Fisheries regulations have evolved considerably, new monitoring, control, and surveillance mechanisms have been introduced, and international market requirements have become increasingly demanding.

In this context, Moroccan authorities consider it essential to deploy a more integrated information system capable of meeting the sector’s evolving regulatory and operational requirements.

At the national level, a recent regulatory reform introduced new information management tools — including fishing logbooks, catch declarations, origin registers, and transshipment authorizations — while explicitly providing for the creation of a centralized digital platform to manage these processes. This evolution reflects the State’s clear commitment to streamlining, modernizing, and securing information flows across the entire fisheries sector.
